– to review policies that have been implemented to support collaborative R&D collaborations at the European level since 1984

Description of Work

The Literature review will help us to develop the theoretical framework of the proposed research work and the configuration of a conceptual framework. Our aim is to review the main theoretical strands that explain R&D collaboration, the aims, the benefits and the problems that usually arise from such collaborations, but also the degree of networking that has been developed all these years though funded R&D programs. In this way we will be able to identify the main research questions that need to be addressed and have not been covered up to know from the literature and may provide some new insights on policy making. The literature review will also cover methodological dimensions of the proposed project. Previous empirical studies that have mapped possible R&D and / or innovation networks will be reviewed, while new techniques that have been used will also be examined, in order to be used in the database that will be developed. Finally, a critical assessment of the policies that have been implemented at the European level, and the effect they had on shaping the national R&D and / or innovation policies in Greece will be undertaken. Similarities but also significant deviations from the main lines (if any) will be explored and the linkages between European and national polices in terms of governance, evaluation, design, aims will be described.
