This task is at the heart of the empirical part of the project. The survey will be carried out by using a structured questionnaire in a representative sample of 250 organizations that represent significant actors in the national network. For the design of the questionnaire, we will take into account the results of the case studies.

A pilot testing to a sample of 10 respondents will be used to assess the level of understanding of the questions and finalize the wording of the questions in order to have a reliable completed questionnaire. Data collection will take place by using a combination of survey techniques: telephone / skype interviews, face to face interviews, but also electronic and web – based solutions that will allow us to reach out to as wider target as possible. Reliability of self-completion will be increased through the development of a manual of definitions, on a question to question basis. The contact person will be the R&D manager or the person that was or is currently responsible for the EU projects that the organization has participated. Generally we will focus on more recent collaboration, in order to have reliable respondents. Data entry will follow in order to finalize the dataset, which will be develop in an SPSS format. Pre-filtered labels and accepting values will allow a quality control over the responses.
